There has been a dramatic shift in drug policy in recent years. Ballot initiatives have been proposed at the state level, and municipalities are today grappling with how to regulate marijuana dispensaries and enforce existing drug laws. Kilmer brings his breadth of knowledge to bear on current drug policy trends. Beau Kilmer is Co-Director of the RAND Drug Policy Research Center. His primary fields of interest are illicit markets, community corrections, drug treatment, and the use of advanced technologies to help monitor drug and alcohol use among problem populations. Kilmer's current work includes projects to estimate the economic costs of drug use and evaluations of community-level effects of drug treatment. He is currently engaged by the European Commission to calculate the size of the global drug market and is also working on a project to improve available data for understanding drug-related crime in Europe. Before earning his doctorate, Kilmer worked with the San Francisco Drug Court as a Judicial Administration Fellow. | | Benny Goodman - Hooray For Hollywood 1937 - California "Hooray for Hollywood" is a song first featured in the 1937 movie Hollywood Hotel, and which has since become the staple soundtrack element of any Academy Awards ceremony. It is even frequently played during non-American movie ceremonies, eg the French César Awards. The popularity of the song is notably due to the lyrics by Johnny Mercer, which reference the American movie industry and satirize the illusory desire of many people to become famous as actors. The music was composed by Richard A. Whiting. In the original movie it was sung by Johnnie Davis and Frances Langford, accompanied by Benny Goodman and his orchestra. Lyrics can be difficult to fully understand today, as they refer to people (eg Aimee Semple) or cultural elements (eg rotos) which have since been forgotten. They have evolved over the years. Notably the where any shopgirl can be a top girl, if she pleases the tired businessman vanished quite quickly ? absent from the 1958 Doris Day version ? replaced with and any barmaid can be a star made if she dances with or without a fan ? the latter part referring to Sally Rand and her fan dance. Today the song is performed mostly as a melody. Benjamin David "Benny" Goodman (May 30, 1909 -- June 13, 1986) was an American jazz and swing musician, clarinetist and bandleader; widely known as the "King of Swing". | | Effects of Legalizing Marijuana in California The RAND Drug Policy Research Center released their findings on what the effects of marijuana legalization would have on public budget and consumption in California. Towne has also a "stellar reputation" in the motion-picture industry as an uncredited script doctor, who has worked in such a capacity for The Godfather, Bonnie and Clyde, The Parallax View, The Rock and dozens of other Hollywood films. After working for years on a script of Greystoke: The Legend of Tarzan, Lord of the Apes (1984) he grew dissatisfied with the production and credited his dog, PH Vazak, with the script.
